Village of Laurium
Special Council Meeting
Thursday, January 15, 2004
Present for Roll Call: Bausano,
Harrell, Junot, Lanctot, Rastello and Turner.
Absent: Zei.
Guests: Jon
Koskiniemi, James Lemler, David Perram, Edward M. Vertin, and Daniel Zubiena.
The meeting was
called to order in the Village Council Chambers by President Harrell at 5:30PM.
The purpose of this
special meeting was to discuss the budget.
Cuts need to be made
in the General Fund. All departments
will share the burden of the approximately $40,000.00 in cuts that are being
recommended. Some of the cuts discussed
are 25% cut in council pay and 10% from budget line items. The police department will investigate
reducing the internet and cell phone services.
The fire department could convert the entire building to gas heat to
save on electric bills. DPW radios need
replacement.
Category vs. line
item budget adoption was discussed.
Purchases would have to come to the council if the budgets are close to
being exceeded.
Other police budget
items were discussed. Some items may be
cut by 10%. PA 302 money is received
from the state for training. Lemler
indicated that part time officers would fill some overtime shifts with savings
of $100.00/shift. If a new police car is
purchased with the Rural Development Grant/Loan, $2000.00 will be saved in
payments.
Approximately,
$10,000.00 will be cut from the police budget, $10,000.00 from the DPW budget,
and $10,000 from line items. Village
Attorney Vairo will be contacted to give a written, legal opinion if money from
the Trust Fund can be used in the General Fund.
Village Administrator Vertin will inquire if we can still participate in
the Michigan Municipal League programs and not pay the $2000.00 in dues.
The proposed cuts
will be summarized for the regular meeting next Tuesday.
