Special Council Meeting

Monday, December 8, 2003

 

Present for Roll Call: Bausano, Harrell, Junot, Lanctot, Rastello, Turner, and Zei.

 

Guests: Jon Koskiniemi, James Lemler, Daniel Mukavetz, and Daniel Zubiena.

 

The meeting was called to order in the village council chambers by President Harrell at 5:30PM.

 

The purpose of this meeting is for a budget work session to discuss the village finances.  Department heads were asked to find budget items that could be reduced or cut.

 

Zei presented several service level cuts for the street department.  Shutting off the street lights and not putting up any decorations (lights and flags) for holidays were two items discussed but not recommended by Zei.  The sidewalk replacement program has been discontinued.  The mechanic has been running equipment for snow removal providing there are no repairs to be made.  Repairs will be done only as needed for the village hall and street department garage and no improvements will be made.  Lawns would be mowed every other week instead of every week at the parks and playground.  No small equipment or tool purchases would be made.

 

Discussion about state shared revenues, transfers between funds and millage took place.

 

The police department said it is already using part time officers to fill in for overtime shifts saving about $100.00 per shift.

 

A discussion was held about cutting or reducing council pay.

 

The fire department’s costs are mostly fixed and there are only a few budget items that could be reduced.  They will meet with the Fire Committee to review their budget to address where any cuts could be made.

 

The meeting adjourned at 6:55PM.
