Village of Laurium
Regular Council Meeting
Tuesday, November 20, 2001
Present for Roll Call: Bonenfant, Harrell, Johnson, Lutz, Twardzik and Zei.
Absent: Bausano
Guests: Dennis Engman, Bruce Joosten, James Lemler, Edward Vertin, and Dan Zubiena.
The meeting was called to order in the Village Council Chambers by President Bonenfant at 7:00PM.
Correspondence
According to Corey Rastello, a meeting will be held on December 3, 2001 in Room 103 of the Washington Middle school regarding the need for a building for a skate park. The recreation committee can attend the meeting and determine if the village should pursue this matter further.
Monthly planners were received from Torch Lake Federal Credit Union. A thank you will be sent. Village Administrator Vertin is to contact them to see if there are any services they can provide to the village.
Minutes
A motion was made by Johnson and seconded by Harrell to approve the minutes of the October 17, 2001 regular council meeting. Carried 6-0.
A motion was made by Zei and seconded by Johnson to approve the minutes of the November 1, 2001 special council meeting. Carried 6-0.
A motion was made by Johnson and seconded by Lutz to approve payment of the merchandise accounts in the amount of $40,664.90. Carried 6-0.
Committee Reports
Finance: Johnson presented a couple of graphs depicting the cash flow problem in the General Fund. This problem is due, in part, to the cut in state shared revenues while our expenses have continued to increase. The budgets will need to be reviewed by the department heads and committees for next year in order to determine where some changes in spending can be made.
Recreation: Approximately 250 people were served hot dogs, juice, etc. at the Halloween party at the George Gipp Arena. There is interest to continue to offer this event next year. The George Gipp Ice Arena will be opening for the season Saturday, November 24, 2001.
Public Safety Police/Fire: A motion was made by Harrell and seconded by Johnson to authorize the Michigan State Police radio technician office space upstairs and a bay in the garage at the Village Hall for the 800 MHz radios. The Village of Lauriums installation and user fees for this radio system would be waived. Carried 6-0.
Personnel Police/DPW: No report.
Streets/Equipment/Sanitation: A notice will be going into the paper to obtain bids on surplus equipment. A motion was made by Zei and seconded by Lutz to increase the rates for the snow contracts and Ordinance #135 Sidewalk Plowing by 4%. Carried 6-0. Lutz, Vertin and Joosten will review the measurements for snow removal.
Property/Building/Ordinance: No report.
Beautification/Parks/Community Relations: Fall clean up has been completed.
Laurium Housing Commission: No report.
New Business: No report.
Old Business: A motion was made by Zei and seconded by Johnson to allow Vertin to sign and execute the request to MERS for supplemental valuation studies for the DPW Union. The DPW Union is looking to change the benefit formula from a C-1 OLD to B-3 and a final average compensation from FAC-5 to FAC-3. A motion was made by Harrell and seconded by Twardzik to change the meeting time from 7:00PM to 5:30PM on the third Tuesdays of the month. Carried 6-0.
