Statutory Meeting

Monday, April 11, 2005

 

Present for Roll Call: Bausano, Bonenfant, Harju, Junot, and Koskiniemi.

 

Absent: Lanctot and Rastello.

 

Guests: Paul Baroni, Jon Koskiniemi and Edward M. Vertin.

 

The meeting was called to order in the Village Council Chambers by President Bausano at 5:30PM.

 

After some discussion, a motion was made by Junot and seconded by Harju to approve the following committee appointments (* denotes chairman):

 

Finance: *Junot, Rastello

Personnel: *Rastello, Koskiniemi

Public Safety – Police: *Rastello, Lanctot

Public Safety – Fire: *Bonenfant, Harju

Recreation/Parks/Community Relations: *Harju, Bonenfant

Streets/Equipment/Sanitation: *Koskiniemi, Harju

Property/Buildings/Ordinance: *Lanctot, Koskiniemi

 

Carried 5-0.

 

A motion was made by Bonenfant and seconded by Junot to appoint Vairo, Mechlin, Tomasi, Manchester and Johnson as the village law firm with Gerald Vairo as the Village Attorney.  The monthly retainer is $150.00.  Carried 5-0.

 

A motion was made by Koskiniemi and seconded by Junot to appoint Jackie A. Aalto, CPA as the Village Auditor for 2004-05 and 2005-06.  Carried 5-0.

 

A motion was made by Junot and seconded by Harju to appoint the following as depositories for the Village funds: River Valley State Bank, Republic Bank, Superior National Bank, 1st National Bank of Calumet-Lake Linden and Torch Lake Federal Credit Union.  Investments are to be in accordance with the Village of Laurium Investment Policy as per PA 20 of 1943, as amended.  Carried 5-0.

 

A motion was made by Bonenfant and seconded by Junot to appoint Daniel Mukavetz as Fire Chief.  Carried 5-0.

 

A motion was made by Koskiniemi and seconded by Harju to appoint Edward Sever as DPW Group Leader.  Carried 5-0.

 

A motion was made by Bonenfant and seconded by Junot to appoint Patricia Golus as Accounts Clerk with the following benefits: Hourly, part time position, max 20 hours per week with a pay increase from $12.09/hr to $12.34/hr.  Holiday pay for New Year’s Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Veteran’s Day, Thanksgiving, Day after Thanksgiving, Christmas Eve and Christmas Day.  Earned sick leave at the rate of ˝ day per each completed month of employment and 3 weeks paid vacation.  Carried 5-0.

 

A motion was made by Junot and seconded by Bonenfant to appoint Edward M. Vertin as Village Administrator with a salary increase from

$32,197.03    to         $32,904.22  Administrator

    2,000.00     to             2,000.00 Streets Administrator

$34,197.03                $34,904.22  Total

 

Benefits for the Village Administrator include: Holiday pay for New Year’s Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Veteran’s Day, Thanksgiving, Day after Thanksgiving, Christmas Eve and Christmas.  Earned sick leave at the rate of one day per each completed month of employment, two personal days not chargeable to sick time, 4 weeks paid vacation,  $17,500 life insurance, BC/BS coverage comparable to DPW Union upon ratification and MERS B-3, FAC 3 pension.  Carried 5-0.  Koskiniemi recommends that Vertin attend a training session for improving his communication skills.

 

Since the terms of office for the Clerk and Treasurer have been extended until 2008, Vertin is to check with Village Attorney Vairo for an opinion on giving pay raises for these positions.

 

A motion was made by Koskiniemi and seconded by Junot to change the Rules of Procedure to reflect the changes in the committees.  Carried 5-0.

 

A motion was made by Bonenfant and seconded by Junot to appoint Lanctot as President Pro-Tem.  Carried 5-0.

 

At 5:52PM, a motion was made by Junot and seconded by Koskiniemi to adjourn the meeting.
